FACT CHECK: President Trump Underscores PCSA Protections for Women’s Sports, Calls on Senate to Pass Bill
WASHINGTON, D.C. – In an official White House memo, the Office of the White House Counsel yesterday made clear that “the Protect College Sports Act would not preempt state laws prohibiting men from participating in women’s sports.”
Misinformation has spread about how the Protect College Sports Act would affect women’s sports. The bill does not override, modify, or amend Title IX, nor does it preempt state laws regarding men competing in women’s sports. The protections that 27 states have instituted to keep males out of female sports would not be altered, and court cases litigating Title IX would not be touched. In short, the Protect College Sports Act is the only college sports legislation that preserves state laws prohibiting men from competing in women’s sports.
Today, President Trump emphatically supported the legislation and urged the Senate to pass the bill before the August recess. The Executive Office of the President has expressed its support for the bill, and President Trump yesterday urged Congress to send the Protect College Sports Act to his desk, emphasizing he would immediately sign the legislation upon arrival.
The Protect College Sports Act also protects Olympic and non-revenue sports, many of which are women’s sports, from being gutted as schools try to keep pace in an out-of-control spending race. A national survey found that 81% of Americans believe the Protect College Sports Act would do more to protect student athletes and preserve women’s and Olympic sports programs. Additionally, 77% of Americans say the bill maintains these opportunities by creating ways to distribute revenue more broadly across athletic programs, including for women’s sports.
Chairman Ted Cruz said: “Twenty-seven states, including Texas, have enacted laws that keep men out of women’s sports. Those who claim the Protect College Sports Act would change these laws are straight-up wrong. The bill explicitly protects girls’ sports and enhances the protections established under Title IX. This legislation is about protecting hundreds of thousands of student athletes, including women who are seeing their sports canceled year after year. The Protect College Sports Act is landmark, bipartisan legislation that will end the chaos in college athletics. President Trump understands this and wants the bill on his desk. I urge my colleagues to get it to him as soon as possible.”
The bipartisan Protect College Sports Act has the backing of millions of fans and student athletes, 28 collegiate athletic conferences, and more than 370 colleges and universities across all 50 states and Washington, D.C., including historically Black colleges and universities. Additional endorsements for the bill include: the National Football League (NFL), Major League Baseball (MLB), the National Hockey League (NHL), the National Basketball Association (NBA), the players associations for the NFL and the NBA, the United States Olympic & Paralympic Committee (USOPC), Team USA Athletes’ Commission (Team USA AC), and National Governing Body Council (NGBC).
